Das European Youth Participation Network (EYPN) ist ein europäisches Kooperationsprojekt zur Stärkung, Weiterentwicklung und Professionalisierung von Jugendbeteiligung. Ziel ist es, Fachkräfte, Organisationen und perspektivisch auch Jugendliche europaweit zu vernetzen, voneinander zu lernen und gemeinsam innovative Beteiligungsformate zu entwickeln – für urbane wie ländliche Räume, analog wie digital.
Das Netzwerk wird vom Kreisjugendring Dachau koordiniert und gemeinsam mit starken Partnerorganisationen aus Österreich und Italien aufgebaut. Es wird im Rahmen von Erasmus+ Jugend (Leitaktion 2 – Small-scale Partnerships) umgesetzt.
Partnerorganisationen
- Kreisjugendring Dachau (Deutschland): Koordination und Projektleitung. Langjährige Expertise in Jugendbeteiligung, Demokratiebildung und partizipativen Modellprojekten.
- beteiligung.st (Steiermark, Österreich): Steirische Fachstelle für Jugendbeteiligung mit starkem Fokus auf regionale Beteiligungsprozesse, Selbstorganisation und kommunale Jugendpolitik.
- Südtiroler Jugendring – Fachstelle Partizipation (Italien): Kompetenzzentrum für Kinder- und Jugendpartizipation mit umfangreicher Erfahrung in Beratung, Qualifizierung und Methodenentwicklung.
Ziele des Netzwerks
Das European Youth Participation Network verfolgt vier zentrale Ziele:
- Qualität stärken: Austausch von Good Practice, Entwicklung von Gelingensbedingungen und Qualitätsstandards für wirksame Jugendbeteiligung.
- Innovation ermöglichen: Entwicklung neuer Beteiligungsformate, z. B. zu digitaler Beteiligung, Inklusion marginalisierter Jugendlicher und hybriden Modellen.
- Europäisierung vorantreiben: Aufbau eines dauerhaften europäischen Netzwerks, Stärkung der internationalen Zusammenarbeit und Vorbereitung einer mehrjährigen Erasmus+-Kooperationspartnerschaft ab 2027.
- Sichtbarkeit und Zugang schaffen: Sichtbarmachung von Jugendbeteiligung, wechselseitige Nutzung von Angeboten und perspektivisch die Aufnahme und Entsendung von Jugendlichen zwischen den Partnerregionen.
Was passiert konkret?
- Ein Kick-off-Meeting zur gemeinsamen Situations- und Ressourcenanalyse
- Regelmäßige digitale Austauschformate (alle 6–8 Wochen) zur Vertiefung zentraler Themen
- Eine zweitägige Abschlusstagung zur Evaluation, Vernetzung und Zukunftsplanung
- Dokumentation, Öffentlichkeitsarbeit und Dissemination über eine Projektwebseite und Erasmus+-Plattformen
- Entwicklung gemeinsamer Projektideen und Vorbereitung weiterer europäischer Projekte
Perspektive
Das European Youth Participation Network ist auf Langfristigkeit angelegt. Die Small-Scale Partnership bildet den Startpunkt für eine vertiefte europäische Zusammenarbeit, die Jugendbeteiligung nachhaltig stärkt, neue Akteure einbindet und jungen Menschen bessere, vielfältigere Beteiligungsmöglichkeiten eröffnet.

European Youth Participation Network – A European network for strong youth participation
The European Youth Participation Network (EYPN) is a European cooperation project dedicated to strengthening, developing and professionalising youth participation. Its aim is to connect youth workers and organisations across Europe, enable mutual learning and jointly develop innovative participation formats – for urban and rural areas, both offline and digital.
The network is coordinated by the Kreisjugendring Dachau and implemented together with strong partner organisations from Austria and Italy. It is funded through Erasmus+ Youth (Key Action 2 – Small-scale Partnerships).
Partner organisations
- Kreisjugendring Dachau (Germany): Project coordination and lead organisation, with long-standing expertise in youth participation, democracy education and participatory model projects.
- beteiligung.st (Styria, Austria): The Styrian competence centre for youth participation, focusing on regional participation processes, youth self-organisation and local youth policy.
- Südtiroler Jugendring – Participation Unit (Italy): A competence centre for child and youth participation, with extensive experience in counselling, training and methodological development.
Objectives of the network
The European Youth Participation Network pursues four core objectives:
- Strengthening quality: Exchanging good practice, identifying success factors and developing quality standards for effective youth participation.
- Fostering innovation: Developing new participation formats, especially in digital participation, inclusion of marginalised young people and hybrid models.
- Advancing Europeanisation: Building a sustainable European network, strengthening international cooperation and preparing a multi-year Erasmus+ Cooperation Partnership from 2027 onwards.
- Creating visibility and access: Increasing the visibility of youth participation, enabling mutual use of activities and, in the future, facilitating the exchange and mobility of young people between partner regions.
What will happen?
- A kick-off meeting for joint situation and resource analysis
- Regular digital exchange meetings (every 6–8 weeks) focusing on key participation topics
- A two-day final conference for evaluation, networking and future planning
- Documentation, dissemination and public outreach via a project website and Erasmus+ platforms
- Development of joint project ideas and preparation of future European projects
Long-term perspective
The European Youth Participation Network is designed as a long-term initiative. The Small-scale Partnership marks the starting point for a deeper European cooperation aimed at sustainably strengthening youth participation, involving new actors and creating diverse and accessible opportunities for young people across Europe.
